The ‘24’ Effect
To Jack Bauer, the protagonist of Fox’s drama “24,” the operative philosophy was simple: “Stop terrorists, by any means necessary.” His bosses were almost always timid careerists going on about “protocols”; Bauer had no choice but to go rogue. Meanwhile, in the real world, as we now know from the Senate Intelligence Committee’s sprawling, heartbreaking indictment of American brutality around the globe, it wasn’t the bureaucrats back in Washington who were balking at torture while the Jack Bauers jettisoned the rules, but often the other way around entirely.
